BAR is set to default on AM5 based on my experience with several boards and CPUs. Generally, a 7800x3D stays under 5.05GHz due to its fixed multiplier capped at 50.5x and 100MHz base. HWmonitor isn't reliable for Zen4 readings; I had to switch to HWinfo for accurate data. The other measurements seem questionable, especially with boost clocks—those results don’t look trustworthy from HWmonitor. I’d consider removing the GPU and testing the system with just the essentials: PSU, motherboard, CPU, and a single RAM stick.
The 7800x3D reaches a maximum boost of 5.05GHz, while 7950x3D's CCD0 operates around 5.25GHz. 7950x3D's CCD1 has been reported to hit up to 5.875GHz, though it's listed as a 5.75GHz limit. It isn't locked like the 3D CCD, but it doesn't allow manual tuning like a standard 7000. Just keep in mind there have been recent findings about AM5 CPUs overheating at the center of the chip and socket area—if you notice that, consider re-seating the CPU and inspecting the bottom of the unit carefully.
