Did you configure all Turbo Ratios to 47 in the BIOS? The 45 multiplier and 4.5 GHz stock speed are only available when one core is running. With more than one core active, it switches to a 44 multiplier and reduces to 4.4 GHz. HWiNFO and your data indicate the Turbo Ratios should still match their default settings. Verify them in the BIOS again. Either you missed the correct configuration or there could be an issue with your BIOS not applying these values properly. Share a screenshot of the ThrottleStop FIVR window and the TPL window so I can review the Turbo Ratios and power limits. It’s possible the newest BIOS for your motherboard has turned off overclocking. Your system is using Speed Shift Technology (SST). The Speed Shift Max setting must also be configured correctly to enable overclocking. The ThrottleStop TPL window will show these parameters.
