Check if you can upgrade to Windows 10 without cost and then install a language pack. If your system is Windows 7 originally downloaded via torrent, language packs might not be available.

I would start with the OS update first, as there are around 9 years of updates and service packs available for Windows 7. Alternatively, switching to Windows 10 might resolve the issue. During initial installation of 7, it should offer a German language option if the disk was purchased in a German-speaking region.

@Zerebratox, WIn7 PRO/Ultimate requires the language packs for selection. You can skip installing them to free up space during updates, but as others suggest, proceed with the update, install the packs afterward, restart, and retry.

This information appears in the language settings section. Upgrading to Windows 10 is currently not an option, even with accessibility workarounds.

You're still able to upgrade to Windows 10 after the current Windows 7 system is fully activated and genuine. Find more details here. If it was offered as a free upgrade, you remain eligible whenever you wish.
