Check max pump and fan settings to see if they assist. Share a screen of hwinfo and cpuz. Consider using a fixed multiplier like 44 or 45.5, then tweak voltage as needed.

It's a situation where the number 5800X3D is too large to handle.

Are you certain you can lock multiple settings manually? The system seems to cap multi at 45.5.

I modified my bios to enable PBO, set it to advanced mode and adjusted temperatures down to -30 with a final value of 82.2. Cinebench score improved to 13978.

The CPU speed during the R23 run is still a bit low, but it should be possible to surpass 14k, particularly with the -30 offset applied.

This update doesn't lower your CPU voltage, it adjusts how the CPU handles voltage based on its settings. The main factor affecting your temperatures is the BIOS upgrade. Reverting to the original BIOS should restore lower temperatures.

It seems you're wondering if having Wallpaper Engine installed might impact your project.

I'm getting 4.45GHz all core all the time with -20 offset and slightly lower temp with a 360mm AIO. It's possible, also it's easier to disable it and try before asking and waiting for response for hours
