Why? Is there much of difference between lower frequency RAM? My friend is considering upgrade from older Intel. And we're deciding between 2nd gen Ryzen (2700) or wait for 4600 and see how it performs. Thinking about using it with GTX1080.

A PCIe 3.0 card with 16 lanes will still use all 16 lanes when connected to a PCIe 4.0 slot due to compatibility rules—full lane utilization, not halved. For bandwidth sharing, the device must support 4.0 if you limit to half the lanes. The lane count stays at 16, only the per-lane bandwidth changes. B450 works well for R5 3600, though it may need tuning later if needed.
