It seems your CPU runs slightly above its default speed. The base clock appears to be around 3.8 GHz instead of the expected 4 GHz, which could indicate a minor overclock from the factory setting.

Don't worry about anything, Task Manager tells you otherwise, Windows isn't the best option available

The processor increases its speed when it has sufficient power and a low temperature. On my 3900X, it also reaches 4GHz across all cores.

I wouldn't rely on Windows for accurate clock speeds. It's unclear exactly how it calculates them.
