Experience unstable readings—try Ryzen Master. The H100i installation has a few problems; double-check that. Your 12 cores at 4GHz will generate heat, so the cooler might be struggling with mounting. Also, boost clocks are single-core settings—this is explicitly stated on the box and manual.

Rejection, initial thought was incorrect. Setting up the H100i seems straightforward even for someone without visual skills. The box states a maximum boost of 4.6GHz (per core), though it doesn't mention all cores. I can evaluate this CPU against my Xeon 2640 V3, which typically has about 1GHz less turbo boost but stays around 55°C. Still, technology differences matter—about 40°C is significant.

the cold plate on the h110i is built for a CPU where heat comes from the center, so fitting it on the 3900x requires a mount to balance it out because the heat isn't centered there. I checked if my CPU was lagging and found that most 3900x models run around 4ghz with steady performance under load. If you're not happy, you might consider returning or selling it. Also, reaching 4.2ghz demands cooling to about 50°C, which is quite challenging even with custom liquid cooling.
