I think we're in agreement—it'll mainly be used for video encoding. Not sure if it puts as much strain on the system as Prime95 does, but the GPU handles it fine.

Intel also offers the 10900K model to hit 5.3GHz speeds. Not every version achieves it.

The setup involves 12 cores at 4GHz with a demanding AVX-intensive task (P95 without AVX is already extremely challenging). What were your expectations? If cost correlates with thermal output, the 3990X would essentially function as an LN2 generator. I don’t know of any such specification. According to official data, it’s designed for up to 4.6GHz in single-threaded performance only—no boost across all cores listed.
