They would likely test it on a dedicated 10 Gig connection. If it's the internet, you'd need to use a server with that capacity. The goal isn't just speed to one place, but access to many sites simultaneously using unlimited bandwidth.

It heavily relies on the server's connection, load, and bandwidth distribution. For instance, in the attached image, I have no idea what restricts the upload speed.

If you're referring to Linus Media Group, it's likely they mentioned a 10Gbit connection to the data center, though their real Internet link is shorter.
