I feel the same way too. Why would you need this? If you're using budget gear, you probably don't run a 144hz monitor, so you only benefit from games at 60fps. Even with a $500 PC, 1080p at 60fps is possible in medium to high settings. Running it at the lowest won't help much. Of course, on very weak hardware it might make sense, but even a $100 graphics card can handle it.
