I’d receive a $1000 machine, which would likely maintain around 100 frames per second across all systems and keep costs reasonable. A $650 model might also be feasible depending on the specs.

Triple A titles would perform well at that speed. Other titles likely fall between 250 and 400 frames per second.

I'm unsure how such games operate since I've never played them before. However, if you're on a tighter budget, a laptop might be more practical.

I feel the same way too. Why would you need this? If you're using budget gear, you probably don't run a 144hz monitor, so you only benefit from games at 60fps. Even with a $500 PC, 1080p at 60fps is possible in medium to high settings. Running it at the lowest won't help much. Of course, on very weak hardware it might make sense, but even a $100 graphics card can handle it.
