It's a screen recorder made by Microsoft that works natively with Windows10 even though nowadays both AMD and nVidia already provide much superior tools which made this thing pointless since day one... Any ways, like most intrusive programs made to spy you it works like crap and will often reduce the fps on games as it is very resources hungry and is recording all the time your gameplay. I always recommend disabling it through the registry but you're on Win8 so nothing to worry.
