It works for any game on AMD cards, but you need to add it inside the game to make it available for other manufacturers. This satisfies the "runs on all GPUs" promise while offering a perk to AMD players. It also makes sense that modifying it at the driver level would likely require changes in the driver code, which NVIDIA might avoid. DLSS seems unlikely to be injected in the same way since its higher quality demands more data from the engine. FSR is probably the less ideal option, but it remains essential for devices like the Nintendo Switch, Steam Deck, and PS5—without it we’d face a much harder situation. (It looks quite poor in Tears the Kingdom, though.)
