Both links appear to function now, thank you. I was considering 3200MHz as ideal for Ryzen processors, though it might not resolve this specific problem.

No problem. I just watched them both. Go into your graphic settings and take screenshots of what you have all your graphic settings currently set to in both those games. Easiest way to take a screenshot is hold the Windows key and then press PRTSC on your keyboard. It then saves the screenshots in the folder in This PC/Pictures/Screenshots by default.
It is optimal but I don't think it applies to this issue. Higher RAM speed gives higher and more stable frame rates for the most part. I don't think it applies to textures rendering the way they are. I mean, I could be wrong but I don't think that's what's causing it. What I do know is that what you are seeing is very common in PC gaming and I see it all the time in certain games. We'll see if we can't find out what's causing it and if there is a fix for it.

Also, both videos are at maximum settings 1080p, the frame rates seem okay to me, but it’s just the pop of shadows, foliage, and minor building details that bother me. I’ve installed both games onto my SSD without success and have adjusted Windows and NVIDIA control panel settings. I might remove my GPU and reinstall everything just in case, though I’m not very sure about that.

I suspect this isn’t related to storage problems.
You could try that to eliminate it, especially if you’re careful and know how. But given the smooth performance and usage stats, it’s unlikely to be a major factor. Just my take—feel free to re-seat the GPU if you want to confirm early.
Keep in mind this approach works well if you remember how to restore things after changes didn’t solve the problem.

Apologies for the delay, the same problem is also appearing in Borderlands 3 and Rising Storm Vietnam 2. I bought new RAM anyway, just in case this issue arises. When I install the new RAM, I’ll also unplug and reinstall the GPU to rule out that cause. If the problem continues, I’ll replace the GPU and return the old one. I’ll share updates tomorrow, by the way.

Only notice a few things that seem important but don't think they're the main problem. Make sure to try the game with the new RAM before re-seating the GPU to eliminate any impact from the RAM. If you suspect the GPU is the issue, do you still have your older one? You can check if these problems appear using it.

Be sure to send the GPU back before its deadline, as you wouldn't want to miss the opportunity if it's the cause.

Also, I just installed Rising Storm Vietnam 2 and saw the same texture pop-ups. This might be normal in video games, which is why I've noticed it sometimes while playing.

The situation is clear if the problem persists on your 1060; that means the new GPU isn't the cause and returning it won't solve it. It's unusual for texture pop-ins to happen at close distances—close range is fine, but not so near that it shouldn't occur. I'm not sure what exactly triggers that effect. Ray tracing might be involved, though I've never used it and don't know if it could cause this. Have you considered disabling ray tracing? It's possible to turn it off outside of games as well, not just through in-game settings.
