I've even managed to play GTA5 smoothly at 60hz on a quad-core 2.0ghz i7 2630qm, but that processor is hyperthreaded—it would easily surpass your capabilities. Your graphics card performs adequately; GTA5 lists the NVIDIA 9800 GT with 1GB RAM and AMD HD 4870 as the minimum specs, which you can meet, though the CPU remains a major bottleneck.

Experiencing firsthand: I owned an E7500 with Core2Dou 2.75 and GT 9500, eager to play GTA V. Running GTA IV at 15FPS on 1024p low settings was tough, so I had to push through and finish both endings. After that, I upgraded my GTX 560, achieving around 20Fps on average. Now I’m hitting 59Fps (it doesn’t seem to climb further) in GTA IV at 1024p highest settings. In GTA V, I’m reaching 75FPS with High setting D10.5 at 1024p and High Settings, especially avoiding VRAM-heavy tasks like post-processing.
