When Steam confirms your presence, the title appears available but hasn't been downloaded yet. Click the game in the Steam list and choose "View downloadable content." You'll then be able to pick the desired DLC for installation.

If high resolution textures aren't loading, the files might be damaged. You can try Steam's verification tool found in game settings. If issues are found, it will re-download those files.
