Generally, texture quality won't be the biggest factor. Draw distance, poly count, post-process effects, and lighting calculations like shadows should be kept to a minimum. As for resolution, it's an estimate—maybe around 1024x768, but if you're near water, you might want to avoid it. The way GTA handles water simulation is rough and won't work well; it will struggle. This is just an educated guess, but things could improve or worsen. Your FPS will likely be much higher at night.

I basically use the same GPU (HD 7770) and can play the game at 1080p with normal settings, 2x AA, and adjust the draw distance, car size, and person variation to around midpoint or a bit more. This should give you about 60 FPS, though it may dip during intense moments like explosions or police scenes. You can boost some settings higher, but the 1GB VRAM will start to show its limits—FPS dropping to around 45, with drops under 30.

This worked with an FX 8320 overclocked to 4.2Ghz, so the CPU isn’t the issue. The game is quite demanding on the CPU, so stick to a minimum that’s at least decent. A quad-core processor with a clock speed above 3GHz should work fine.
