In certain titles such as GTA V, Watchdogs or Watchdogs 2 (requiring a powerful PC) I frequently encounter the same issue shown in the video you shared. Textures fail to load and the game becomes sluggish or freezes while loading them. I have an M.2 SSD with Windows installed and my games on an HDD. Hardware specs: Ryzen 7 5800X, RTX 3060, 8GB RAM, 3000MHz, MSI B450 gaming platform plus a 600W Bequiet power supply. PSU file: Watch_Dogs_2_2022_08_26_-_15_26_49_03.mp4

Just set up the games on an SSD and upgrade the RAM.

The problem isn’t addressed by the standard approach. On a system with 32GB RAM, Ryzen 7 7700X, and 20GB VRAM, loading from a vital P5 Plus SSD is causing slow texture rendering.
