I don't understand all that. He just needs assistance with removing the PSU and replacing it, and I considered checking if that might be the issue first.

Trying a new PSU is likely the best choice if you obtain a high-quality, well-rated unit.
If you wish to conduct a detailed test, as @Lutfij mentions, you'll need costly gear.
You should use the maximum possible load (stressing CPU and GPU) and keep an eye on the supply rail voltages with a digital meter while monitoring ripple voltage on an oscilloscope. Anything less means you're making assumptions without solid evidence.
Once the results appear, it's often too late to change your mind.

Offer him your familiar PSU for testing purposes. If that's not possible, purchase a reliable PSU with more power from a store offering solid returns. Be prepared to incur a minimum 15% restocking charge if the item must be returned.
