If the problem was bottlenecking, the CPU would run at full capacity constantly. The user mentioned it was 60-80%, not 100%.

A CPU doesn't need to be at full capacity to cause a bottleneck.
Non-multicore games clearly show this.
For instance, 25% usage with one thread at 100%, and the rest idle, is typical... as an example.
Other games consume 25-60%, some 60-80%, depending on the situation.
GTA5 doesn't recognize multicore settings at all—(6-8+).
This is real, it happens, which is why many opt for single-threaded performance CPUs.

It is not a CPU bottleneck for several reasons:
1. The performance with GTX 970 was significantly better compared to now with the GTX 1070ti
2. The 20% bottleneck in your screenshot likely comes from an original 2600k at 3.4ghz, while my 2600k runs at 4.6ghz; the tool you used caps at 4.4ghz (130% CPU clock), and even then the bottleneck drops to 9%:
I believe at 4.6ghz the bottleneck would be around 7–8%, which definitely wouldn’t cause the GPU to use less than 20% of its power

If the issue was indeed a CPU bottleneck, and with a 4.6ghz CPU maintaining 65 FPS at 20-25% GPU usage, would you agree it should drop below 55 FPS at 3.4ghz?
At 4.6ghz I achieved 65 FPS with GPU usage between 20-25%, as shown below:
Then, at 3.4ghz I got 63 FPS (the 2 FPS difference might be due to rain and the car on screen), with GPU usage also in that range:
(I promise I searched for a session without rain, but after 15 minutes of using "find new session" several times, I thought it was enough lol)

I faced a comparable problem when upgrading from a 970 to 1070. The FPS was limited to 25fps for an unclear reason. I had to adjust the setting in a text file because it would crash during play. This might be useful for others, as this doesn’t appear to be the main issue here.

did anyone solve this problem? or is gta really doomed? i’m experiencing the same issue on my system. i have a solid cpu with 4.8ghz at 6 and 12 cores, plus a vega 64. i’m getting the exact same problems. 24gb of physical ddr3 memory at 1300mhz. every other game runs perfectly fine. i play new high-end titles without dropping below 60 fps and usually maintain 70 to 100 in 2k resolution. intense action can cause drops into the 60s, but gta is just terrible. it only uses about 60% of my gpu, but the clocks are set to roughly half their intended speed. technically that’s around 20% usage. i’m at full capacity except for msaa and advanced graphics. in the benchmark, i achieved 100fps or more—my card hits 1600mhz core clock and 1050mhz memory clock—but online it drops to 900mhz core clock and 500 to 800mhz memory clock. that’s way too low. any advice would be greatly appreciated =D

Just like in GTA 5 Online, it's due to other players in the game environment and their actions. You'll notice improved frame rates when playing solo lobbies.
