It's not about case fans; your CPU requires a stronger heatsink to handle the overclocking. The existing one isn't sufficient.
Well that might actually be true, but I went against what I said because of frustration. I popped the lid off with a straight razor since I was too impatient to wait, and then I used some of my brother's liquid metal from when he opened it. That solved the issue. The tests showed blue screens and 95°C+ temps before reaching 70°C after 30 minutes. Prime 95 also gave a clean 70°C max. Intel's tuning tool reached 62°C... My current 4.8 temps are now better than what I got with the original model. So it seems the problem was fixed, even though I went against my earlier statement.
