Last night I observed a drop in my FPS in Warzone, falling from around 110 to 80-90 with occasional spikes back to 110. My fans were running at full speed. I reviewed the thermal data and noticed the CPU temperature stayed under 60°C, whereas it previously reached nearly 70°C during heavy use. I ran stress tests using Prime95 and Cinebench, but temperatures never exceeded 60°C. In Task Manager, the CPU was at 100% during testing and would increase to 4.3GHz, though outside those tests it would jump to 4.5GHz. The system uses an i7-8700k processor without overclocking, an ASRock Z390 Extreme 4, and a Corsair H100i V2.

A lot of people enable MCE (multi core enhancement) in the BIOS. This allows these CPUs to run at the full 4.7 GHz regardless of how many cores are active. Maybe you had that enabled before. This is an unlocked K series CPU so you can run it at whatever speed you like. What do you want your CPU to do?
You can adjust the fan settings in your UEFI to reduce noise by modifying the curves and checking for a temperature limiter in the BIOS. Explore your CPU configuration and OC settings within UEFI to locate any power limits or low-power modes, then disable or raise them as needed.
