My computer's CPU temperature stays around 65°C when idle, drops to 40-45°C after restarting, and repeats the same pattern when it's turned off and on again.

Ensure the AIO is completely seated using paste. I faced this problem recently, and it was my AIO plugged directly onto the motherboard itself. Since it's a brand new board, I changed the connection to something else like the CPU or chassis fan, which resolved the issue.
