This adjustment will definitely lower your peak clock performance. Most tests are done at room temperature, around 21°C.
So an update, I really make it boost up more than 4.5ghz all cores with all the tweaking I've done. Kinda lost on what to do now. It might be that my cooler is really not sufficient for it to boost more than 4.5
Maybe the 32C ambient temperature isn't that impactful. In reality, you won't really feel a noticeable difference from a 100MHz variation. It might bother me a bit, but part of why I use high-end gear is to enjoy seeing Cinebench spike significantly—just take it with a grain of salt.
