Make sure the cooler is properly seated, reapply thermal paste if needed, and test again. Also, open the side panel of the case and inspect it.

I swapped the cooler, reused thermal paste (previously cleaned with alcohol and wipes). The thermal layers dropped slightly but not enough. The CPU remains about 15-16 degrees warmer than the rest.
