I understand your concern but high idle temperatures can still be normal for an AIO cooler, especially if it's placed on top. The temperature fluctuations you're seeing might be typical under certain conditions.

40C works well with Zen 2 architecture. It's not meant to be compared directly to Intel chips. Ryzen handles load changes quickly, allowing the clock speed to fluctuate. You notice those temperature spikes—just based on my experience with two Ryzen models, the 3900X and the 3600. The 3600 consumes less power but runs hotter at higher loads than the 3900X. 38C and 32C both use AIO cooling systems.

What you observe on the high clock is intended for just one or two cores to handle background tasks. Additional cores may be idle and inactive. The temperature and clock fluctuations originate from those one to two cores.

Adjust the fan to idle speed until it reaches 55°C. That's the setting I used. I don't want the fans to spin up like a jet engine just when I open a browser.

Adjusted my processor speed to 3.6 via the MSI Gaming app. Likely the gaming software was exceeding 4.35. Current idle temperatures are below 36 degrees.
