My son's 2070 graphics card was limited by his 8400 processor, so he’s currently utilizing my 9600K and hasn't expressed any dissatisfaction. As I don’t regularly play games, I plan to incorporate the 8400 into a cost-effective system for my brother’s computer build.
This might be dependent on particular games, rather than applying to all titles. The Intel Core i9-6000 series has a considerably higher initial clock speed, which could be beneficial, but generally speaking, the 600MHz difference in maximum boost clocks would likely result in a frame rate variation of approximately 5-10% at 1080p resolution.
I wholeheartedly concur that the Core i9-8400 is a value-oriented CPU. Notably, at 1080p, it surpasses many Ryzen 2000 series processors and performs competitively alongside even a Core i9-9600k.
