I’d receive a GTX 750 at the very least. Otherwise, a Sandy/Ivy/Haswell i3 or Athlon X4-750K would suffice.

Could a live stream affect your system's performance with an HDD? You mentioned having two SSDs, so it’s worth checking how the streaming load compares.

You could manage with an i3. However, I suggest a minimum upload speed of 2MB/s (it appears to function adequately for me).

I don't believe that's the case when only the RAM is utilized (unless you require more than your current capacity and begin relying on paging files, then an SSD would help). 480p should not cause any problems.
