Recently I've been enjoying Doom and No Man's Sky. Both games are running smoothly at 60 fps, though there are minor dips in NMS. After some time, my frame rate suddenly drops to around 9-10 fps and stays that way until I close the program. It seems both games use OpenGL, which might be connected somehow. Unlike other games I play, this issue doesn't occur, so it's the only clue I have. GPU utilization likely decreases when my frames fall, suggesting a software or driver problem. Any thoughts?

How are your temperatures? Also, try reinstalling the drivers—it might help. Use DDU if you're sure.

I don't have access to your system details, so I can't determine the video card you're using. Could you clarify or provide more information?
