Approaching full GPU utilization. ofcourse 1080ti struggles to maintain 60 fps at the highest 4K settings, yet it consistently stays above 30 fps.

I believe the problem is fixed at least temporarily. I created a profile-specific setting in NVIDIA control panel for Shadow of the Tomb Raider and found that the global monitor parameter was set to "global." Since I’m using a primary monitor without g-sync support, I changed it to "fixed refresh rate" and turned on ultra low latency mode. I also locked the frame rate at 30 with Riva Tuner, and now the FPS remains stable at 30 with a 33.3ms frame time as expected. Everything seems to be working properly so far, the 4K display is active and HDR is correctly detected.
