Hey there, I've encountered a similar issue with my PC only when playing Overwatch 2. My setup includes a MSI Z370 Gaming Plus, an I7 8700K processor (not overclocked), Corsair H100i v2 aio water cooling, a Gigabyte Aorus RTX 2080TI, an 11GB G.Skill Trident Z RGB 4x8GB RAM at 2400MHz (running at 2700MHz with XMP), and several SSDs. I'm using a WD Black M.2 250GB, a WD Blue 1TB SATA drive, and two 1TB hard drives. I've also installed the Corsair TX850M PSU and an Obsidian 750D airflow case with five Corsair LL120 units. I'm running Windows 11 Pro 64bit.

Every time I launch OW2 on battle.net or Steam, my CPU locks at 3.7GHz, even after closing the game. The only solution so far was restarting the PC. I checked CPU-Z and noticed that during boot, the CPU multiplier would be set to 37x, 0x-37x, or even reduced to 8x with 800MHz. The fix seemed temporary—after updating BIOS and reinstalling OW2, it worked for a short time but then failed again. I also tried closing my other programs like Dragon Center and MSI Afterburner, but that didn't help.

I've confirmed all updates are current, and the software seems stable. Any advice would be greatly appreciated!

Remove the issue completely—uninstall, reinstall Windows, reset CMOS, whatever is required to eliminate it fully—and make sure you never install it again. Msi Afterburner works, but it's not developed by Msi; it's just distributed.
