The processor isn't ideal for Ryzen, aren't you? Are the temperatures high? It might be causing thermal throttling.

Performance is best with temperatures under 65°C on both GPU and CPU. I considered RAM speed too, but it probably won’t boost FPS by much—around 30-40%.

He plays at around 120fps in R6S using his R9 Fury and a 2600 MHz clock speed, which is quite fast. You might want to try boosting your RAM if possible.
