CPU stays extremely hot even when idle. It reads 2V according to CPU-Z and reaches 70-80°C. Both CPU-Z and RYZEN MASTER show varying voltages? The RYZEN master claims it stays at 1,325V continuously. When the system boots, it has failed twice and reaches up to 99°C! This seems very unusual. Also, stress testing with RYZEN MASTER only reached 90°C, which is even more surprising. What might be causing this issue? I've updated the BIOS and drivers, rechecked the cooler connections.

I’d rely only on hwinfo64 and Ryzen Master for voltage and temperatures on Ryzen. Wipe CMOS first, then track temperatures and voltages using Ryzen Master or / and hwinfo64. Don’t do both at once.

If your CPU was actually operating at 2V, it would likely be nonfunctional. Update your BIOS and chipset drivers, check temperatures and voltages with HWiNFO64 or Ryzen Master, consider using the Balanced power plan if you haven't already, and reinstall the OS if your Windows version is outdated. Replace your power supply right away—those orange Corsair VS labels are dangerous.

I downloaded the newest drivers from the provided link. I’m using a higher fan curve setting of 3600. If the issue persists in this discussion, I’ll reinstall Windows.

That's exactly what occurred, I think. I believe TIM is a thermal compound. I'll test it tomorrow. Right now, I just lifted the cooler and returned it to its place.
