Hello, I observed a few months ago that my taskbar icons would occasionally flicker. It felt like a quick refresh. This occurred randomly, while browsing the web or checking files. The blinks were brief, and sometimes a spinning mouse circle would appear for about a second. This phenomenon seemed to happen once every 5 to 10 minutes. As I mentioned, the flickering isn’t constant like in a GIF; it happens roughly once every five minutes. There was also a similar issue when files were deleted or the recycle bin was emptied. After a complete Windows and driver reinstall, the problem persisted. I tested my old graphics card (GTX 1070) to rule out hardware problems, but the flickering continued. I tried Safe Mode with networking, which also caused it. I searched for various settings online, but none resolved the issue.
My PC runs smoothly overall, but the taskbar icons keep blinking every few minutes while I browse or work with files. This only happens on my Windows 10 machines, and other PCs with Windows don’t exhibit this behavior. Additionally, during these blinks, the usage of Windows Explorer drops significantly to just 0.1 to 0.2%. No programs seem to be consuming excessive CPU resources. Everything appears normal otherwise.
