After entering my PIN, the welcome screen and loading icon remain visible longer than usual. Once installed, the entire Taskbar appears black with a loading cursor when hovered over. Sometimes double-clicking the Taskbar triggers the icons to load, but the problem persists whenever I power on, wake from sleep, or restart my PC. I've restarted the Windows Explorer process several times, which resolves the issue until the next boot. I also ran the System File Checker, which reported corrupt files and fixed them, yet the issue continues. Anyone else experienced this problem or have a solution? Appreciate any assistance.

Have you used the command prompt to open Task Manager? Are there any programs you've added recently that might be causing this issue?

I used Task Manager via cmd and restarted File Explorer that way. The problem persisted even after I set up my KVM switch on the monitor with my laptop and connected keyboard and mouse directly. No software or updates were installed since the issue began. EDIT: I haven’t installed any programs or updates before the problem started.

I started in safe mode but the loading cursor remains visible when you hover over the taskbar.
