The only situations where it's okay to place it on the side or even the top are with Linux or Apple products.

My setup includes two monitors, with the taskbar positioned on the right side of the primary display and the bottom section on the secondary screen.

I noticed a similar setup, which makes me wonder why you include a second with a bottom task bar. You have it on the main screen, and the right side monitor shows a taskbar on the left. My thought is that positioning them this way keeps the bezel covered, so I lose very little screen space in my view.
