What graphics card are you using? It might be related to a driver issue or a Windows installation problem. You can use DDU (link available if needed) to clear your drivers and reinstall them, or revert to an earlier version. If that doesn’t help, it could indicate a broader Windows issue. A similar situation occurred with a corrupted Windows setup.

It wasn't a Windows problem. There was a flickering in my Start menu a few months back.
