Fusion allows you to achieve this (it works in both free and paid versions). You almost forgot about the pro version—it’s on Steam and drops significantly during sales.

I suggest trying Display Fusion, it's available on Steam. It was recently discounted a few weeks ago, though I'm not sure if it's still on sale. You might be able to use the free version and upgrade later if you're interested in the paid version. I believe it typically goes on sale during Steam events (just don't rely on that).

Fusion offers much beyond just the taskbar. Its background manager is impressive, especially for those using multiple monitors.
