You recently downloaded TunnelBear and are now trying to install GTA V. You noticed that your download speeds drop noticeably when using a VPN, and checked Task Manager. The processes tab shows a big difference compared to the performance tab. There might be a reason for this variation—perhaps only the "Send speed" is being displayed in the processes section. Your reported loss of about 1.5Mbps to 15Mbps is quite significant, especially since your peak speed on Steam is 10Mbps lower than what you pay for. You mentioned not being a network expert, so you might want to compare the two screens more closely.
