Hey, I've noticed something odd with Task Manager. It shows I'm using 100% CPU, but it doesn't affect my PC's performance or usage. The programs that are consuming the CPU seem unusual. My i7-4770 runs at a steady 4.45 GHz, which is quite high for a non-K CPU, yet it stays cool. Also, the CPU usage in the screenshot you shared is only 1-5%. After switching to Windows 10, everything seems normal except for this strange behavior. I ran a virus scan and found nothing suspicious. Is this related to something else? I've tried everything I could think of, so I'm reaching out here (Windows 7 was much smoother).

It looks like your system is set to maximum performance mode, keeping the CPU at full turbo speed as if it were running under heavy load.
