Task manager's CPU clock readings are inconsistent on your PC. Utilization percentages rarely reach 100% despite performance changes. You suspect an overclock issue, but it remains frustrating. The original speed was 2.83 GHz, increased to 3.6 GHz. Are there any solutions or fixes for this?

Task Manager isn't great, try CPU-Z for better insights.

Turn off virtualization and check the results. Hyper-V might be disrupting the Task Manager. Review your findings.

Hyper-V is turned off, but the enabled feature is VT-x.

The clock speed issue has existed since Windows 8. It won't likely become a focus for Microsoft to resolve.
