I’ve got a Ryzen 5 3600 with no overclocking experience before. My Task Manager shows 4.0, but BIOS only lists 3.6. I installed NZXT Cam, which also reported 4.0. I’m unsure which source to trust and how to revert it back to 3.6. Please advise.

That's the turbo boost or AMD EVE active. It can run the CPU at a fast pace if power and temperatures permit.

Could the performance impact affect your system? If so, are there options to turn it off?

It's completely stocked and backed by AMD. The processor should operate well beyond its intended lifespan. You can disable it via BIOS, though performance will decrease, making it unnecessary under normal use.
