I've observed the task manager frequently reporting high CPU usage, even though actual readings are much lower. After verifying with CPUID, HWMonitor, Logitech software, and Afterburner, I confirmed the same issue. The Recourse monitor also reflects this, suggesting Windows isn't detecting the real usage accurately. It seems the problem began after updating to Windows 1903. Let's find a solution. Have you explored the Sysinternals Process Explorer at https://docs.microsoft.com/en-us/sysinte...s-explorer? It serves as an alternative to the Task Manager on Windows (any version) and often delivers more detailed insights if you're keen to dive deeper into system internals. If it yields similar results, it might indicate a new bug—since I’m not using Windows 10, I can’t fully relate to your experience.

Honestly, if it’s truly a bug embedded in Task Manager, the likely solution is you probably won’t be able to fix it and you’ll have to wait for the next update. The only self-repair options I know of that might help are reinstalling Windows. As for alternatives, the other choice would be switching to another app for tracking your activity. It’s possible you downloaded something suspicious or there’s a hidden process running in the background that Task Managers are reporting. A restart sometimes resolves the issue.

Thanks for that link, That is now showing very closely alongside HWmonitor however is still around 10% higher. As said above, I assume you are correct here with a rouge process, although this has been doing this for a while and restarts don't do anything. Ive had this copy of windows for a while and upgraded from 8.1 so there is *lots* of stuff on here. I should probably do a clean install but i don't feel like reinstalling my steam libary with my crappy internet. Thanks for the help, i just won't use task manager and assume its wrong till i get round to doing a clean install of windows.

You can copy your steam games off your computer then put them back when you're done reinstalling. It's a fairly common thing that steam users do to save them to trouble of redownloading.
