When attempting to wake the PC from sleep, the fans begin spinning yet the display and peripherals remain unresponsive. I switched the RAM slots, which initially resolved the problem. However, the issue is recurring now, though not consistently. It seems important—my CPU is an i7 2nd generation with a Q67 chipset and running Windows 10. Could this be related to the operating system or drivers? I’m using a drive from an older laptop without reinstalling Windows.

That is the problem here.
Not reinstalling Windows will lead to one of three outcomes:
1. It functions properly
2. It fails completely
3. It works but causes numerous issues that make troubleshooting extremely difficult.

You understand what needs to be done.
Edit: if you're unsure about the correct action, just reinstall Windows and move on.

Updating windows might be sufficient. (Update in progress, let's observe the outcome) If reinstalling windows becomes necessary, there seems to be a method to retain your installed programs and settings. I believe this feature has been available before, though I'm not entirely certain.
