Hello,
I recently set up my new PC and began gaming. At first everything worked smoothly, but after about two weeks of use the performance started to decline. The frame rates dropped significantly in certain games such as Elden Ring and GTA V, often falling to 0 to 1 frames per second, with occasional screen freezes.

Checking the Task Manager shows that GPU usage drops from 60-80% to just 3-10%, suggesting the system is idling. The CPU usage also decreases, around 5%. I’ve updated all drivers and software, reinstalled the OS, and verified the GPU connection. I also unplugged and plugged back in the GPU, ensured it was properly mounted, and checked all cables.

Despite these adjustments, stress tests showed no problems, and benchmarks on sites like 3DMark and GTA still ran smoothly without throttling. The issue seems to have started after installing a CPU cooler, but I added a generous amount of thermal paste and confirmed the CPU and GPU thermal management units are functioning correctly. I also lowered the clock speeds of both the CPU and GPU to their default settings.

Details:
Processor: Intel® Core™ i7-14700K 3.40 GHz (OverClocked with MSI BIOS)
CPU Cooler: NZXT Kraken Elite
RAM: Corsair Vengeance LPX Black 64GB (2x32GB) 3600MHz DDR4 (OC to 3800mhz)
Motherboard: MSI PRO B760-P DDR4 II
GPU: GIGABYTE - RTX 4090 24 GB GAMING OC Edition
Power Supply: BE QUIET! Pure Power 12 M 1000W
Monitors:
1. Gigabyte M27Q X 27 Inch SS IPS QHD (2560 x 1440) 240Hz
2. LG UltraGear 24GL600F 24" Full HD 144Hz
Operating System: Windows 11 Pro, Version 23H2
(The video appears distorted even without HDR, which also happened regardless of HDR settings.)

what do you consider "fine"?
what are idle and maxed usage temps for both?

For idle temperatures, CPU idle ranges from 35 to 40, while the maximum is around 65 to 75—though I can't confirm CPU temps directly on PC.
GPU idle sits between 25 to 30, and the peak is 60 to 65.
I ran Intel Burner for a CPU stress test.
During the GPU stress test, the "hot spot" reached 72, which might be the GPU's maximum temperature (the highs came from other tests).

my pc began crashing around 6pm GMT and i experience a blue screen, the system restarts itself without showing an image or displaying a sad face, or it fails to run properly. I've tried everything, so i'm considering returning it for a refund and choosing amd instead.
