I'm not really sure, I'm just the tech support person 😂. I assembled the system at home and will check the settings instead of guessing. Also, from another discussion I saw that some AMD drivers still say the new GPU isn't compatible. I switched from a FatBoy Radeon 580 to an Nvidia Rtx 4060, so I'm going to run utilities to remove the old AMD drivers.
I think it's likely the 4070 versus their 4060. The 4060 could be experiencing some performance issues due to its 3.0 x8 bus configuration.
So I've picked up a lot during this past night compared to what I've learned over years. My last build was in 2008 (before this one in 2020) and it still works fine. A lightweight desktop setup means no surprises there.
But now I'm starting to notice that my GPU is 4.0 PCIe while my budget board is 3.0, which makes sense given the performance drop. I don't see a big difference myself, but to someone newer they often ask, "See the blur and tweak when you look around."
I didn't expect AM4 to fail completely. That's good preparation for the next build whenever it might happen.
If I can get this configuration to run basic settings smoothly, that would be a win for me.
The 9600xt 16gb is connected via x16 PCI-E, which means it won't face issues with 3.0. The 8gb version would only be affected if it ran out of virtual RAM.

My mistake. It doesn't really blur or change much. So he runs COD on 'Basic' all the time. Consistent 106-120FPS. He claims to feel "lag" only in lowest settings, not Basic. It's smooth on basic.
I don't notice any difference across any settings, but my eyes and brain have been affected over the years.
I removed all AMD software: AMD Chipset Software, AMD Ryzen Master, AMD Ryzen Master SDK, AMD Software. I used appwiz.cpl instead. I should have checked the BIO version. I couldn't boot into safe mode for a long time. It's been a while since I've had to maintain a PC by chance.

Èdit** I figured out what he meant by Basic vs Ultra settings. Look at the gun. That's it. Nothing more. Also, the frame rate hit 140 FPS and GPU is now 8%. Maybe that AMD Driver issue was causing it.
