I assembled my computer in late Summer 2020 (specs: MSI RTX 2060 Gaming Z, i7-10700K, G.SKILL Ripjaws V Series 32GB (2 x 16GB), EVGA SuperNOVA 650 G5, 80 Plus Gold 650W, MotherBoard MSI Z490-A PRO, Be Quiet DARK ROCK PRO 4). All games appear to lag and stutter more frequently than my friends', although I know games can naturally slow down. For me, stuttering means FPS drops significantly—say from 60-57—but the game still lags. For instance, "The Forest" stutters so much that I no longer feel motivated to play it. My friends experience stuttering too, but based on their reports, it's less frequent than mine. I've reinstalled Windows three times (not related to this issue). The CPU cooler runs at full speed constantly, otherwise the CPU overheats; case fans stay around 75%. I've experimented with GPU fan curves, but adjusting them causes fan speeds to swing wildly—from 50% to 45% every second. CPU temperatures consistently hit about 85°C. The GPU stays under 71°C, yet HWINFO64 indicates the GPU reaches a hotspot of 100°C at times. Sometimes HWINFO reports thermal throttling, but temperatures never exceed 71°C; however, the GPU hotspot can reach 90-100°C. Occasionally, the GPU hits 80°C while HWINFO claims it's in a throttling state, yet temperatures stay below 71°C. I built this system myself, so I’m confident there are no pre-made PC problems. I’ve shared my experience multiple times on forums and other platforms. Please help me!

What's the temperature? Did you attempt to replace the thermal paste again?

Cooler: Be quiet, dark rock pro 4, and no, I didn't because setting up this cooler wasn't easy. The PC isn't that old, so it doesn't need a fresh paste, I think.
