I don't have access to that card, so I'll need to share what they did on the AMD forums.
From the AMD forums thread, they mentioned considering an RMA if the issue persisted. They noted that lowering the core frequency by 6% sometimes resolves the problem. The normal clock speed is around 1380MHz, with a GPU clock of 1386MHz and a boost OC+ of 1405MHz. It seems the core stability might be the main concern.
They suggested trying to change the color depth from 10bpc to 8bpc to see if that helps. If adjusting only the core and vRAM frequencies fixes the issue, they would proceed with an RMA.

I've tried a few things, but nothing has helped. Right now, the PC is running smoothly and I've been playing Batman AK without any issues for a while. The only thing that's changed is the HDMI port on my TV. I've switched the ports from 1 to 3, but the screen still flickers when using HDMI 1. None of the ports I'm using support HDMI ARC. It seems like either the TV or the first HDMI port might be the issue.

It might be possible, I've experienced this before. A faulty HDMI port on the card and an unreliable HDMI cable could be the cause. Using 10-bit color with an 8-bit TV might contribute to the problem. This issue occurred with my media player, causing the picture to freeze for a short time on my LG TV.
