I have a small chip from an external HDD that links SATA and power to a computer through USB3.0. After the HDD stopped working, I removed the chip and now use it in the back of an old rack mount HDD, which functions perfectly as an external drive. When I tried connecting a DVD-RW drive from an old desktop using the same method, my laptop (which never had an optical drive) doesn’t recognize it in Task Manager or Explorer. I suspect a driver problem, but I can’t locate any actual drivers—Hitachi only provides an all-in-one solution, and since it can’t detect the drive, no drivers are available for me. Can anyone assist? Thanks.

I think it could be either
a. insufficient power (DVD requires a strong +12V to start)
b. the SATA-to-USB adapter controller doesn't handle this drive type
