I recently replaced my whole PC, leaving only the case and a hard drive with backed-up files (software licenses, photos, etc.). My new build uses brand-new parts: CPU 12600k, GPU RTX3070, 32gb RAM (two 16gb at 3200MHz CL16), TridentZ RGB memory. Primary storage is WD Black SN770 1tb, power supply EVGA 850 GQ, motherboard Asus Prime Z690-P D4. I’m experiencing odd performance issues even when all settings are maxed out. CPU stays at 40% while GPU hits 60% at 100W (GeForce Experience), and at 140-180fps I see FPS jump to 340-400. Sometimes it drops to 90-95% usage, then FPS spikes to 340-400. I’ve tried many games and settings, but the problem persists across similar configurations. I no longer have the old components and gave them away, so swapping GPUs isn’t an option. It feels like Vsync is enabled even though it’s off, and changing settings doesn’t affect performance. Very Low settings give 144fps; Ultra gives 144fps. My friend suggested a faulty power supply might be the issue, but I dispute that since the GPU draws around 220W when working properly. I’m considering the motherboard could be the problem—any advice before replacing it?

Consider checking if those games run smoothly without heavy optimization. Look into benchmarks like 3Dmark's Fire Strike Extreme, which tests CPU and GPU limits. Use tools such as 3DMark to compare your setup against others with similar hardware. Your results can reveal if performance is adequate or if adjustments are needed. Also, note that your EVGA PSU has a power-saving switch—make sure it’s not restricting performance.

I completed four user benchmark tests and my system performs well above average compared to similar setups excluding the hard drive. I plan to run 3D Mark after work. My main games are Destiny 2, Rust, League of Legends, and Valorant. My friend has a comparable rig with a 10,400fps and a 3060, achieving higher frame rates than mine… Updated July 12, 2022 by JET98

Reviewed the comment about the EVGA Eco feature and confirmed it’s disabled. Consider adjusting Windows power settings if you’re using similar resolutions with your friend.

I'm almost certain I disabled the eco setting, but I'll check later. (Maybe I accidentally turned it back on while fixing things and repositioning parts...)

It seems like you're reaching the limit of CPU capabilities, likely working with a program that runs one thread at a time.

I went through all the basics, reinstalled everything, and reset it. Then I realized my CPU was the issue. There were six threads stuck in an unparked state, even under heavy synthetic loads that should push the CPU to its limit. It seems I got a faulty chip.

If you ran Cinebench R23 with multicore support and checked the system monitor, just one thread would handle the computation.

Under stress, 10 out of 16 threads were running; 6 stayed idle with no activity at 55 degrees.
